The corner bases of the American political system is to have a congress whose members are elected to represent the people of many districts of each state. This is theoretical to be true but the bitter truth this is not the case in entirety. The Republicans members of congress main allegiance is for the party and they vote in one voice and follow the dictates of their party throwing out the will of the people whom they were elected to represent. They vote like unified ducks in a row.
The democrats in contrast they are not unified in their voting and exercise more freedom.
